Position Summary:
Candidates must have experience working for the Federal Highway Administration (FHWA) in order to be considered for this position. Be the lead inspector with potential responsibility to supervise and manage the efforts of other Harris construction inspectors. Monitor contractor’s work and the construction progress to ensure compliance with plans, specifications, and schedule.
Position Responsibilities:
Position responsibilities include but are not limited to the following:
- Scheduling, planning, coordinating, and performing daily site inspections individually or with other inspectors, to ensure compliance with approved plans, specifications and codes.
- Coordinating 3rd-party material testing and special inspections.
- Measuring and recording pay quantities
- Monitoring and recording time & material (T&M) work.
- Preparing comprehensive and concise daily reports that reflect the day’s construction activities with abundant detail.
- Managing project photographic records.
- Maintaining up-to-date project records, as delegated by construction manager. This can include as-built drawings, material testing reports, miscellaneous inspection and testing reports, item quantity files, and others as determined by construction manager.
- Developing and issuing Notices of Non-compliance and stop-work orders, if necessary. Confering with the contractor, designer, owner, and/or relevant authorities to explain the basis for the issuance of the above referenced notices and most importantly, to discuss acceptable corrective actions.
- Utilizing survey instruments, metering devices, tape measures, and test equipment.
Knowledge, Skills and Abilities:
- Knowledge of roadway, highway, civil structure, or building construction practices.
- In-depth knowledge of codes and regulations.
- Ability to work independently with minimal supervision.
- Ability to spend considerable time in the field reviewing contractor’s work procedures and methods.
- Ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusion or approaches to problems.
- Ability to communicate effectively and accurately, both orally and in writing.
- Ability to work in a team environment.
- Ability to enter, transcribe, record, store and maintain information in written and electronic forms.
- Ability to read and interpret plans and specifications.
- Ability to supervise teams of inspectors and to mentor new inspectors to prepare them for future assignments.
Requirements:
- A high school diploma or GED equivalent education.
- Bachelor’s degree in a related field, highly desirable.
- Minimum of 5 years construction experience in a diverse construction environment.
- Inspection certifications recommended, e.g. ICC, ACI, CPII, CPESC, CRSI, AWS, NICET, etc. (Also APWA, CESCL, Flagger or TCS)
- Shall possess one of the following minimum qualifications:
- Current NICET Certificate – Level III (Construction) and at least 7 years of increasingly responsible construction inspection experience, of which at least 5 years must have been on highway or bridge construction projects as assistant to the project supervisor or as a principal inspector.
- Associate Degree in Engineering Technology, and at least 7 years of increasingly responsible construction inspection experience, of which at least 5 years must have been on highway or bridge construction projects as assistant to the project supervisor or as a principal inspector.
- Ten years of increasingly responsible experience as Inspector, Project Engineer, or the equivalent, on city, county, state or federal highway construction.
- Candidates with qualifications lower than those listed above will be considered on a case-by-case basis.
- Paving Experience – when requested, in addition to the requirement of the above paragraph, the inspector shall possess 5 years of experience as a Lead Inspector with at least two projects having a significant amount of paving.
- Survey Experience – when requested, in addition to the requirement in the paragraph above, the inspector shall be capable of:
- Performing basic measurement using a hand level, rod and tape.
- Understanding and completing basic construction and slope staking.
- Operating an automatic level.
